A warm welcome to Studley Parish Council

Agenda for council meeting to be held on 7 July 2009.
Studley Parish Council Community Shield Awards
Studley Parish Council Community Shield Awards are presented every year to members of the local Community for all their hard work and dedication in making Studley a better place to live. This years Award Ceremony took place on Saturday 28th February 2009 at La Piazza. A wonderful evening was had by all.
Silver Jubilee Shield
The presentation of the award this year went to Justin Sayers Chairman of Studley in Bloom. I think everyone in the village is aware of all the hard work that has been carried out by just a few volunteers. Every year the flower displays have just got better and better with more and more plant containers. It was with great pleasure that this award was presented to Justin. The Parish Council are very appreciative of all the work carried out by Justin and his team in often adverse weather conditions and dealing with the incidents of vandalism that occur on a regular basis. They are a really dedicated group of volunteers.
Millennium Shield Award
This Award was presented to the Coffee Break Team. These ladies are a dedicated group of volunteers who organise and run the Coffee Shop on a Monday and Tuesday morning 10am to 12 noon. It has become over the years a popular venue for people of all ages to come and have a cup of tea or coffee and a piece of homemade cake for which the ladies are renowned. They always make people very welcome and are willing to sit and chat to anyone new to make them feel welcome.
Youth Shield Award
This was presented to Tamsin Jones. She is young leader for the Rainbows and Guides as well as a member of the Blue and White Rope Skippers. She is also an occasional Brownie Young Leader. When the youth of the village get a bad reputation as a result of only a few it is good to see an example like Tamsin. It gives the Parish Council great pleasure to hand over this award for Tamsin’s hard work and dedication.
Air Quality Action Plan for Alcester Road, Studley
As part of the Environment Act 1995 a statutory duty has been placed on local authorities to review and assess the air quality within their area. This review was undertaken on the Alcester Road in Studley starting in 2003. Five sites were monitored on the Alcester Road over periods during the next few years. In February 2006 it was declared that the air quality on certain parts of the Alcester Road close to the Barley Mow Island exceeded the permitted nitrogen dioxide limit.
Further assessments were carried out and monitoring studies generally confirmed that concentrations were above acceptable limits along the eastern building facades of Alcester Road between Bell Lane and (but not including) Tesco as well as the area around the Barley Mow Island including the pub. This is mainly due to the vehicle emissions caused by congestion and queuing traffic from the island especially during rush hour.
Approximately half of the pollutant concentrations come from cars and half from HGVs. It has been found that buses only count for 6% of nitrogen dioxide and nitrogen oxide limits.
Stratford District Council is supporting a package of measures detailed in the Draft Air Quality Action Plan which are required to improve the air quality in Studley. The measures chosen will be implemented in partnership with Warwickshire County Council, the Highways Agency, planners and transport operators.
Residents and businesses affected on the Alcester Road will be consulted as well as the Parish Council and other agencies. This will be undertaken both through a questionnaire survey and making the Action Plan widely available.
It is predicted that a reduction of 23% in nitrogen dioxide concentrations is required to achieve the air quality objective.
In the near future the Parish Council will be distributing a special newsletter that will be distributed to all residents in the village. The Council feel it is essential that all residents of Studley should be made aware of the air pollution problem that exists in the village.
The Draft Air Quality Action Plan can be downloaded together with the questionnaire. We urge everyone to spare some of their time to read the document and complete the questionnaire. By doing so we may get some improvements and reduction of traffic along the A435.

Studley Public Open Space
At last and after a lot of hard work from volunteers led by Cllr Bill McCarthy the Public Open Space area in Studley will soon be open to members of the public.
Thanks to lottery funding paths and access through what was once a very overgrown area have been made including a radar gate and path to enable disabled people to access the site. Warwickshire County Council will hopefully soon complete improvements to the path way to the pedestrian entrance.
The group have received advice from Warwickshire Wildlife Trust who have already inspected the site and have given advice for the preparation of a maintenance programme for such things as a wildlife meadow. Benches and litter bins will also be installed in the next few weeks.
Trees have been planted and nest boxes are to be installed. Although work is progressing well there is still much to do and anyone is very welcome to help in the clearing of brambles etc.
It is hoped that all work will be completed in time for the official opening in September. Anybody interested in helping can contact Bill McCarthy 01527 857443.
WEST MIDLANDS SPATIAL STRATEGY - Phase 2 Draft Revision
Phase 2 of the WMRSS has focused on a range of issues which include housing figures. Studley Parish Council are concerned as Redditch has been designated as a 'Settlement of significant development' and will act as a focus for housing outside major urban areas. This could have a huge implication for Studley.
6,600 houses are proposed 3,300 within Redditch and 3,300 adjacent to the town within Bromsgrove or Stratford on Avon Districts.
In both Stratford District Council Local Plan and Studley Parish Plan there is strong support to preserve the green belt areas around the village. It is very important that the land between Redditch and Studley be protected to prevent the urban sprawl of Redditch encroaching any further towards Studley.
In a recent report it was suggested that the A435 was now at capacity. As we have lost the chance of a bypass any further development will put extra pressure on the road which cannot be sustained.
The formal consultation is taking place from January 7th until 8th December 2008. "Have your say". Further details on the consultation and draft policies can be found on the website www.wmra.gov.uk

Studley Skatepark
The skatepark is now complete and is proving to be very popular with skate boarders and BMX riders alike. It has become a focal point for the youngsters to meet.
Litter bins and seating will be installed in the very near future.
Various views of the completed skatepark including the Mini Ramp, Flatbanks, Quarterpipe, Jumpbox, Manual Pad and wedge, Driveway with Grind Rail, Quarterpipe, Wembley Gap and Sloped Coping Quarterpipe.
Studley Parish Plan
Studley Parish Plan has now been published and accepted by the Parish Council. It has been presented to Stratford District Council and adopted at their full Council meeting on 5th July 2007. It is a very detailed and comprehensive document that covers all life within the village. It identifies actions and work that needs to be done as most people want to see the regeneration of Studley. This needs to be done in partnership with all local authorities as this will be a long term plan and will allow the Parish Council to have a more influential role within Studley
The Executive Summary of the Parish Plan will be delivered to all homes in Studley by the end of June.
Please note: The Parish Plan download document is 8Mb in size and so will take some time to download and open
A little bit about Studley Parish Council ...
Studley Parish Council was formed in 1895. Situated in the west of Warwickshire close to the border of Worcestershire and within easy reach of Alcester, Stratford on Avon and Redditch in Worcestershire. The Parish Council serves a population of over 6,000 making Studley one of the largest villages in England.
Studley Parish Council owns and upkeeps both Crooks Lane and Brickyard Lane Recreation Grounds, allotment sites at Station Road and Redditch Road as well as the Parish Cemetery opposite St Mary’s Parish Church . In 1999 we acquired an extra acre of land adjoining the original cemetery thanks to the late Stephen Boler. In January 2005 this area was consecrated by the Bishop of Coventry and is now in use.
The Parish Council is also responsible for street lighting in the village.
We will continue to add to and update this website on a regular basis. If there are any issues or areas of interest you feel should be included on the site please do not hesitate to contact Studley Parish Council
